Grit, Transparency and
Trust: How Winter Exposes Local Politics

Winter has a nasty habit of revealing what’s broken. A
few cold nights and suddenly everyday life — getting to work, reaching the bus
stop, popping out for milk — turns into a little obstacle course. And all those
big words about procedures, maps and priorities collide
with one blunt, very human question: how am I supposed to get out of my
front door safely — and get back again?
Over the past few days, the local debate about gritting
in Sandwell has heated up — ironically, in the middle of a freeze. At the
centre of it has been Councillor Richard Jeffcoat, who publicly explained
the system on his Facebook page, setting out how winter road maintenance
works. I’d genuinely like to respond to his post in the comments — calmly,
constructively, neighbour to neighbour — but unfortunately Councillor
Jeffcoat has blocked my ability to comment. That’s a shame. Especially
because I voted for him, and I really hoped he’d be the sort of
councillor who doesn’t just explain the rules of the game, but challenges them
when they don’t serve residents.
Because if residents can’t ask questions in the very
place where a public narrative is being shaped, it’s hard to call it a real
conversation. It becomes a one-way broadcast.
880 kilometres of roads — but who is winter planned for?
The facts, as presented, sound reassuring. Sandwell has
880 kilometres of roads, and 47% are classed as “priority” — main
routes (A and B roads), roads near schools, hospitals and other key sites.
These get gritted by lorries when the night-time forecast falls to 1°C or
below.
Fair enough — until you reach the bit that matters most
to most people: the majority of us live on non-priority residential streets.
And at that point, the whole neat logic of “priority routes” starts to taste
like salt… the kind that never quite makes it to your end of the estate.
Grit bins: a solution in theory, a lottery in practice
If your road isn’t a priority, you’re told you’ll
usually have to rely on a grit bin. Sandwell reportedly has around 550
of them. But ask around and people often talk about grit bins like an urban
myth: “There used to be one… somewhere.” “I think it’s up by the
shops?” “Didn’t they take it away?”
And it’s not only about distance. It’s also about
whether the bin is actually usable:

sometimes it’s empty
●
sometimes the grit is solidified into a useless lump
●
sometimes it’s treated like a rubbish bin (and,
in a few cases, worse)
●
some bins seemingly disappear and never return
Councillor Jeffcoat says he has seen the map of grit
bin locations — and that it took him quite a while to get hold of it. Which
raises a simple question that really shouldn’t be controversial: if the map
exists, why can’t residents see it?
The map nobody can see — the transparency problem
If I’m meant to report that the nearest grit bin is
“too far away”, how am I supposed to do that properly without information? By
guesswork? Memory? A wander in the frost?
Publishing the map (or at the very least, a list of
locations by ward with basic status updates) isn’t an attack on the council.
It’s a tool for accountability. It helps residents:

report problems accurately
●
compare coverage across neighbourhoods
●
spot whether “missing bins” are isolated incidents or a
pattern
●
and, most importantly, trust that the system exists for
people — not alongside them
When we only hear vague references to “concerns”,
without detail, residents are left with fog instead of a map. And in winter,
fog is nearly as dangerous as ice.
Procedures versus causes: how did we end up here?
Council communication can get stuck in the language of queues,
budgets, process, priorities, we can’t do everything
immediately. I do understand that. Truly. But alongside the question of how
things work now, residents have every right to ask: why are things this
stretched in the first place?
If:
●
grit bins disappear and aren’t replaced
●
the same locations get reported again and again
●
resources seem unevenly distributed
…then we’re entitled to ask about the decisions,
failures, and consequences that led us here. Not to score points. Not to
“bash the council”. But because nobody wants to relive the same slippery mess
next winter like a bad rerun.
Not just cars — what about people on foot?
One of the most important points raised in this debate
is that we talk about cars a lot — sometimes more than we talk about people.
Councillor Jeffcoat highlights that 29% of households in Sandwell don’t have
a car — far higher than the national average.
For those residents, the biggest danger isn’t always
the main road. It’s:

the pavement outside the house
●
the walk to the bus stop
●
the path to the chemist
●
the route to work when the pavement is basically a
skating rink
So here’s the question that keeps nagging: why can
we send lorries out to grit roads, but struggle to make walking routes to
public transport safe? Does safety only begin when someone turns a key in
an ignition?
“At least we’re not Dudley” isn’t a plan
There’s also a comparison made with Dudley: worse
finances, fewer grit bins, louder concerns about public safety. Fine — it’s
useful to look across borders. But “they’ve got it worse” is a low bar to
clear, and it shouldn’t be the standard we measure ourselves against.
People in Sandwell don’t want to be “better than
Dudley”.
They want to be safe on their own
street.
Trust is built on specifics
This isn’t a personal attack. It’s an expectation —
from someone who voted for change — that local leadership means transparency,
honesty, and taking residents seriously, even when that requires
challenging the system rather than defending it.
Because trust isn’t built from general statements. It’s
built from specifics:

public maps and data
●
clear criteria and coverage
●
straight answers about what went wrong
●
and real dialogue — including public questions and
public responses
Winter will pass. The ice will melt.
But people remember who stood with
residents — and who hid behind process.
Call to action
If you live in Sandwell and gritting or grit bins are
affecting you:
- Take
a photo (icy pavements, ungritted streets, empty or unusable bins).
- Note the exact location
(street name, nearby landmark, what3words if you use it).
- Report
it consistently — and ask for specifics: the map, the status, the
plan, the accountability.
And to councillors and council officers: publish the
information, speak plainly, listen publicly. Transparency isn’t a luxury.
It’s the foundation.

Since receiving this article, we’ve been provided with the council’s original list of where grit bins across Sandwell are supposed to be located. We’ve published that list in full below, in the interests of transparency. It’s important information — but it’s also a good example of the difference between data existing and data being genuinely usable.
At present, the list is organised by street and town, not by ward, postcode or map reference. In a borough where ward boundaries often cut across neighbourhoods — and sometimes run straight down the middle of long roads — turning this into a clear, reliable ward-by-ward picture is not straightforward. And we don’t think residents are well served by rough guesses dressed up as facts.
So rather than rush out a headline-grabbing but unreliable breakdown, we’re doing this properly.
We are now working on producing:
- a ward-by-ward version of the data, and
- a simple public map showing grit-bin locations in a way residents can actually use.
That work takes time — not because the questions are difficult, but because accuracy matters. Transparency only really means something when people can trust the information they’re being given.
What the list already shows, however, is exactly the point Tomasz makes in this piece: the issue has never been that information doesn’t exist. It’s that it hasn’t been visible, accessible, or easy for residents to act on when winter hits and the pavement outside their door becomes a hazard.
So once again, our thanks to Tomasz for raising the level of this conversation — and for reminding us that winter safety isn’t an abstract policy debate. It’s about real people, on real streets, in real conditions.
